The Extortioner is pretty weak overall. Though it boasts fairly impressive but inconsistent art that decently capture the spirit of the Second Doctor, the plot is severely lacking. The Doctor goes up against the Extortioner, who claims to hold the whole universe hostage with rockets trained on every planet. The story is about as ridiculous and cartoonist as that sounds. I get that this story was intended for children, but that is no reason to mislead them about the realities of space.
