The Dalek Strategist and Emperor really carry this series. With their cool designs and actually well-written consistent personalities, these two stand out among a race that is all too often homogeneous and sometimes even a little boring. They are pretty refreshing though, even if the story itself kind of feels like it is winding down, rather than building to a climax. The Emperor is finally feeling some heat as the Mechanoids decide to give him over to the Entity, only for the Strategist to banish it back to its own reality, after which the Mechanoids declare war on the Daleks. It's a pity the Entity remains so ambiguous and is never properly seen or encountered in this series, as it seems to be the strongest link this series has to the wider Time Lord Victorious event.
