I think the villain of the entire set just is rather bland, and while the idea is there for them the execution is not. It took until this set for me to truly grasp what had been going on, in terms of the inaction of the council. That in itself could have been developed way more and I think had they leant into the political side of New Earth it would've landed better. The Doctor's "cameo" in this, if you can call it that, is unnecessary once again and is a bit of an eyeroll moment honestly.
