I.M. FOREMAN: You’ve never been a woman, have you?

DOCTOR: I’m not sure I’ve ever even been a man.

SKAGRA: Take over the universe? How childish. Who could possibly want to take over the universe?

DOCTOR: Exactly. That's what I keep telling people. It's a troublesome place, difficult to administer. And as a piece of real estate, it's worthless, because by definition there'd be no one to sell it to.

DOCTOR: Of course we should interfere. Always do what you’re best at, that’s what I say.

DOCTOR: The very powerful and the very stupid have one thing in common. They don’t alter their views to fit the facts, they alter the facts to fit their views. Which can be uncomfortable if you happen to be one of the facts that needs altering.
