Her apprentice: the Doctor. What is gradually revealed is that Peladon is in an extremely dire state, there is war, poverty, pollution. The Aggador are on the verge of extinction. Arla has lived in a privileged position, blinding herself. The Doctor lets her see the truth of the world, and she decides to make a stand even as she can’t escape her past. There were a lot of parallels I felt with American society today. We don’t know how it all turns out for Peladon, but the choice will be with the people.
