There is so much I love about this story. It is a layered and impressive take on an international spy thriller, the kind of story that would have fit the Pertwee era like a glove, but that they would not have been able to afford to realise onscreen.

The reason it doesn’t rate higher is that to fully flesh out and get the most out of this plot, it would have to have a higher page count. The beginning is nicely paced, but so much needs to happen in part 3 that the story begins to feel very compressed.
