Honestly, this story is just playing with lore. The overall plot is fine, but nothing too special. It does show us a more complete picture of Gallifreyan Society, which is nice, but not outstanding. But hey, sometimes playing with lore can be good enough on its own, and the story is self-aware and never comes across as pretentious. A great little character exploration piece, without the character even showing up :). It asks "alright, so what if we did Doctor Who in a noir style?" and you can't help but have fun with the end result. The plot is good for the 16 pages it lasts for, but tends to come second to the atmosphere and the Unnatural History approach to DW canon (if you've read that book I'm sure you'll see what I'm saying).
