NARVIN: Let’s not forget, we might not even be here very much longer. The only reason these things matter so much to us is because this place seems so much like home. The orange skies and crimson pastures. The names and faces of those we meet. But this isn’t our home, not really. And it never has been.

— Narvin, Arbitration

LEELA: I have often said, Narvin, that one day if you are not careful, you will destroy the universe by making a mistake.

NARVIN: I’ll try my best not to.

RAHVON: Lord Zakar is a Gallifreyan citizen of some standing, is he not? And both a friend and supporter of the Lady President

herself. Does President Romana value even her friends so little that she’s happy to leave them in the clutches of such savages?

NARVIN: SAVAGES?

ROMANA: [Whispering] Sit down, Narvin! Don’t make things worse!

LEELA: It is a story my people would tell, of Leela, a brave warrior. I was named after her. She travelled throughout the land with four of her fellow Sevateem. One night, as they set up camp on one of the northern plains, they found themselves surrounded. It was an ambush. One hundred Tesh, armed with spears and knives and swords. But the Tesh were no match for the cunning and the bravery of Leela and her friends. By sunrise, a hundred Tesh were dead and dying, and not so much as a scratch on any of the Sevateem.

NARVIN: That sounds like a legend, Leela. A myth. This is reality.

LEELA: If it is a myth, its lesson is simple - never underestimate a Leela of the Sevateem.

NARVIN: It’s a lesson I’ve learnt on more than one occasion.

ROMANA: Because you’re not me, Narvin. She and I… [Sigh] There’s too much history between us. And while I’m here and she’s there, that history isn’t likely to be resolved. Please, I’m asking you not as my chancellor but as my friend. Go and talk to Leela. She must know how serious this could get – for all of us!

— Romana II, Arbitration

LEELA: I am Leela of the Sevateem. And for as long as they need me, I am the leader of the freed slaves of Mancipia.

— Leela, Arbitration

NARVIN: What did he want?

ROMANA: What, does it matter? I miss him. Our Braxiatel. This one is so... oily.

NARVIN: I’m surprised you can tell the difference.

ROMANA: Narvin!

NARVIN: You can’t hope to change everything in such a short space of time and still retain popular support. People fear change, no matter on what planet or in what universe you find them.
