Some very fun ideas here, but this felt like two separate episodes to be completely honest. The idea of The Department faking things for publicity is a fun idea and could've had a whole episode about it, and the Bounty Hunter with K-9 worrying that he's murdered someone was also a fun idea, they get sort of smushed together though and the episode really does suffer for it.
