This is the first PDA I've read, and I would say that it is perfectly moderate. Four is written in a manner that resonates with the era in his run this story is meant to be set during. I'm puzzled as to why the writer has chosen to include Harry in this story, but perhaps it's due to his obvious fascination with the military - evidenced by the exhaustive descriptions near the end of the novel... and the fact that the scheme is ultimately about an incompetent Prime Minister wanting to defund the military to fund social programs - what a rube! Yeah, the politics here are a bit head-scratching, but the villain's plot is twisty in a fairly satisfying way. The vignettes in Russia are particularly nice. Looking forward to reading more!
