Omega was a stellar engineer and one of the founding members of Time Lord society.  His creation of a stellar manipulator, the Hand of Omega, was instrumental in granting the Time Lords the ability to travel in time, but during the process he became trapped in a universe of anti-matter on the other side of a black hole.
